1. Use an audio application to record a program
Use Audacity, Garageband, etc. to do the recording.
It's good to have everything written out, but it's not necessary.
TIPS:

2. Save the program in .MP3 format
* Most widely used compression format and works well
with Windows and Mac
* Must used compressed audio or it will take too long for the audience to download

3. Create an RSS file (XML file)
Podcast
"feeds" are RSS files that
describe your podcast, along with information
for each "episode". An RSS file a text file that
tells the aggregator details about your podcast
and has links to your MP3 file. Sometimes the
RSS feed is called the XML file. This is because
the file is written using the
Extensible
Markup
Language.
There are many computer programs that will make this step easy. Using a program like this keeps you from having to hand-code the RSS file..
For PC, I recommend FeedForAll. This program also works with Mac.
For Mac, you can use a free program called VODcaster.

4. Upload the files to a web server
Use an FTP program to put all of your files online.
I recommend keeping your media files and xml file in the same directory, although it's not required.

To publish your feed,
1. post a link to the podcast on your website
2. send out emails with your feed address or keep it in your signature.
You can also add your podcast to the iTunes Store!
iTunes will make it easy for people to find your podcast
